हिलमेल

हिलमेल (पहाड़ की चिट्ठी) आपको सौंपते हुए हमें बेहद हर्ष हो रहा है। लम्बे समय से मन में एक ऐसा मंच तैयार करने की कसक थी जो पहाड़ की जनता की समस्याओं को पुरजोर तरीके से उठाये और सूचना के अधिकार का सशक्त माध्यम बन सके। पहाड़ के हर उस व्यक्ति की आवाज बन सके जो शोषित है अथवा किसी न किसी स्तर पर भ्रष्टाचार से पीड़ित है। उसकी आवाज उस जगह तक नहीं पहुंच पा रही है जहां से समस्या का समुचित समाधान होना है। इस पोर्टल के माध्यम से हमारा प्रयास इसी वर्ग की आवाज को सही स्तर तक पहुंचाना होगा। हम पहाड़ की जनता की आवाज तो बनेगे ही साथ ही उसे हर उस जानकारी से रूबरू करवाएंगे जो उसकी दिनचर्या से जुड़ी है।

उत्तराखंड के गठन को एक दशक से ज्यादा वक्त बीत जाने के बाद भी आम जनता की अपने प्रतिनिधियों और रोजमर्रा के कामों से जुड़े अधिकारियों तक सीधी पहुंच नहीं बन पाई है। आज भी लोगों की हक-हकूक की आवाज या तो पहाड़ों में ही कहीं गुम हो जाती है या फिर अनसुनी कर दी जाती है। हम वायदा करते हैं कि पहाड़ से आने वाली किसी भी आवाज को न सिर्फ सम्बन्धित नेताओं, अधिकारियों और विभागों तक भेजेगें, बल्कि यह भी कोशिश करेंगे कि जब तक उस आवाज पर गौर करके समाधान नहीं किया जाता, तब तक उसे सम्बन्धित व्यक्ति अथवा विभागों को सुनाते रहें। हमारी कोशिश होगी कि हिलमेल पहाड़ से जुड़े जनमानस के बीच एक मंच और एक अभियान के रूप में आगे बढ़े।

हिलमेल के विचार को साकार करते समय हमेशा यह बात उभर कर सामने आई कि पहाड़ के बारे में इंटरनेट पर काफी कुछ होने के बाद भी एक अधूरापन है या यूं कहें कि सामग्री तो है लेकिन बेहद बिखरी हुई। इसे एक लड़ी में पिरोना जरूरी है। बस यहीं एक विचार ने जन्म लिया, जो आज हिलमेल के रूप में सामने आया है। हिलमेल के जरिए हमारा प्रयास होगा कि हिमालय के आंचल में रोजाना की घटने वाली सामाजिक, आर्थिक, राजनीतिक, धार्मिक और दैवीय घटनाओं की आपको जल्द से जल्द और सिलसिलेवार जानकारी मिलती रहे। इन्हीं तमाम बिन्दुओं को ध्यान में रखकर यह पोर्टल आपके सामने है।

हिलमेल एक ऐसा मंच भी होगा जहां पहाड़ की संस्कृति हो या भाषा, परम्पराएं हों या तीर्थ, ऊंचे पहाड़ हों या फिर मन की गहराइयों तक उतर जाने वाला नदियों और गदेरों का कल-कल निदान या मंदिरों में बजने वाला शंख और घंटियों का अनहद नाद, जंगल में घास-लकड़ी समेटती पहाड़ की आर्थिक धुरी महिलाओं की मेहनत हो या खेत जोत रहे हलवाहों की लय को पहाड़ से दूर बैठे हर व्यक्ति तक पहुंचाएगा।

    Three week long Nanda Devi Raj Jat is one of the world famous festivals of Uttaranchal in India.[1] People from entire Garhwal division-Kumaon division as well as other parts of India and the world participate in Nanda Devi Raj Jat Yatra.[2]
    Goddess Nanda Devi is worshipped at dozens of places in Kumaon, but the region around Mt. Nanda Devi and its sanctuary, which falls in the Pithoragarh district, Almora district and Chamoli district, is the prime area related to Nanda Devi. In Chamoli Nanda Devi Raj Jaat is organized once in 12 years. The Jaat starts from Nauti village near Karnprayag and goes up to the heights of Roopkund and Homekund with a four horned sheep. After the havan – yagna is over, the sheep is freed with decorated ornaments, food and clothing’s and the other offerings are dischared.When, the sheep with four Horns take birth, then the Nanda Devi Raj Jaat is planned.People also celebrate the annual Nanda Jaat.The Raj Jaat procession goes from all villages, where there is a Nanda Devi temple of recognition, specially at Koti a night halt of the participants is planned, where throughout the night worship and celebrations goes on.
    Though in the Johar Valley region there is no tradition of Nanda Raj Jaat but the worship, dance and the ritual of collecting Bramhakamal (it is called Kaul Kamphu) is part of Nanda festivals.
    The Nanda Devi fair is held at Almora, Nainital, Kot (Dangoli), Ranikhet, Bhowali, Kichha and also in the far flung villages of lohar (like Milam and Martoli) and Pindar valleys (like Wachham and Khati). In the villages of the Pinder valley people celebrate the Nanda Devi Jaat (journey) every year, while in lohar people come from far and wide to Danadhar, Suring, Milam and Martoli in order to worship the Goddess. In Nainital and Almora thousands take part in the procession carrying the dola (or litter) of Nanda Devi. It is said that the Nanda Devi fairs started in Kumaon during the reign of Kalyan Chand in the 16th Century. A three day fair is held at Kot ki mai or Kot bhramari devi. The fair at Saneti comes every second year. Both these fairs are rich in folk expressions and many village products are brought for sale.

    I belong to Village- Dungari, Post Office- Turachaura, Patti Talla Choukot, in Block Syaldey, Tehsil – Bhikiyasen in Almora District of Uttarakhand State. I have a great attachment with my roots and my ancestral village and because of this attachment and love for my native place I have well maintained my ancestral houses and make it point to visit my village as often as possible and specially whenever there is a community puja/Jatra of Kul Devi Bhagawati Maa and Kul Devta Golu Maharaj or our Katyuri Mahapuja celebrations. I love the culture, traditions and simplicity of my village and state people. However non of my family people have co-operated and helped me in the construction and maintenance of our joint ancestral kul Dev’s house and worshipping place. My village people are very simple and hardly many people live there now and have migrated to plains and settled in big metros. I would like to request through this site and message to our local MLA-Salt Constituency49, Shri Surinder Singh Jeenaji to do something to make a proper road for our village for our convenience and atleast give some honour to a retired Defence Officer(an Ex Serviceman) by getting this job done at the earliest as PRIORITY out of his Constituency Funds as my wife and mother are patients of joint pains and heart respectively.

    INTRODUCTION OF MY VILLAGE I am Commander(Retired) Suresh Chandra Joshi. My Village name is Dungari which is the gram shabha for other tiny villages around namely Silli, Churaina gunth, Gadhau Bakhali, Aamkhet, Raigad, Aataliya, Matai etc. The neighbouring villages are Aarari, Kankot, Chacharoti, Sadigaon, Sanana, Basheyri, Mousoli, Kedar, chaudhar, bhaishoura etc. There were days when Gram Shabha Dungari and Gram Sabha Aarari used to be said and popularly known as Shoney ki Dungari and Chandi ki Aarari and these villages were very prosperous and full of activities, be it agricultural, social, cultural or political. My late tauji and my late father namely shri Shiv Dutt and Shri Devi Dutt Shastriji were the village pradhans of our Gram Sabha Dungari consequitively for 5 and 10 years respectively from the years 1955 to 1970. Both of them then were the staunch Congresssmen of the area supporting always on their heads with famous white Nehru Cap and todays BJP was then known as the Jan Sangh with red cap. My village comprises of almost 85 families and the full Gram Sabha comprised of about 5000 men/women/children then. Late shri Chandra Bhanu Gupt was the Chief Minister of U.P. then and todays Uttarakhand was the part of U.P. Many developmental schemes were planned and executed during his rule and chief ministership of U.P. Late Shri Shobhan Singh Jena was the local leader. Other leader who did a lot of work for Uttarakhand and particularly for Garhwal Region was late Shri Hemwati Nandan Bahuguna during his Chief Ministership of U.P. However other leaders from Uttarakhand namely Shri ND Tiwari, late Shri KC Pant of post Independence era had restricted their work upto the plains of Kumaon Region only like Ramnagar, Kashipur, Haldwani, and hilly townships of Nainital, Kaushani and Almora only. Other Leaders emerged at later part of the 1980s namely Shri Harish Rawat, Shri Satpal Maharaj, Shri BC Khanduri, Shri Bachi Singh Rawat, Shri Pokhariyal(Nishak), Shri Bhagat Singh Koshyariji, Shri Airyji, Shri Jaswant Singh Bhist of UKD etc etc .

    COMMUNITIES AND CASTS OF MY VILLAGE My Village was particularly famous for agriculture and forests produce and the whole year the villagers were seen busy. The village used to be full of people and involved in various activities throughout the year except few men folk gone to cities for earnings and better jobs. We had a primary school then in our village just 1/2 KM away from the village which now has been upgraded to junior high school. The various casts in our village are Afals now write as Rawats, the Thapliyals, the Garkotis, the Gughtiyals, the Pachhaies, the Manrals, the Kathaits, the Maucharis, The Brahmin community of the village originally known as Chaunals have converted to/changed to Sharmas, the Pandeys, the Joshis and are known as biradars in the village language i.e. originating from same ancesters may be 200 years back. The Harijan community comprises of Kolis, Oyis, Lohars, Darji, Rams and Aryas.

    WORSHIPPING DIETIES OF OUR VILLAGE AND THEIR HISTORY The worshipping dieties of our village are the Bhumiya Devta, the Bhagwati Mata, the Narsingha Devta, the Narankar Devta, the Golu Devta, the Kalinka Mata and all these devis and devtas give their darshan and blessings in the Jataras and Jagaris held in the village periodically. The other most important devtas who are worshipped in our area are the Katyuri Rajas and Jia Rani and their large sena. When the jatara of our Katyuri Rajas and Rani is celebrated the whole village and surrounding areas are involved in the community puja and the puja rituals and celebrations goes for more than a week with great enthusiasm, spirit and devotion and in the rememberance and honour of our great kings and queens and their army of Kumaon. Our this long awaited Puja is due for long and I wish to celebrate it and witness its beauty with the blessings of our these ancestors and pray them unite and organise the biradri and village people to perform it as soon as possible. I sincerely invoke their powers and shakti to awaken the sleeping people of our biradari and villagers their way and bless us with the community puja to happen earliest in our village Dungari. Our community Golu Devta Puja is also overdue now and I invoke my most revered Kul Devta now to awaken the family people and connected biradari people to ceremonise the Golu Puja at the earliest followed by Katyuri Puja. Some of our family people have adopted their own forms of devi and devtas, gurus, and either forgotton their roots or out of knowledge refuse to join in the puja ceremony of our kul devta Golujue Maharaj which pains me but I cannot do anything except feeling sad about my helpness and unsuccessful attempts to pursue these people and make them accept these realities and beauty of our culture, tradition and ancestral legacy.

    PRESENT STATUS OF MY VILLAGE. My village is presently gives a deserted look as most of the people have since migrated to Delhi, Faridabad, Meerut, Ramnagar, Roorke, Kashipur and Mumbai etc and settled there permanently for the reasons of jobs/earnings, children education, better medical facility, other facilities/amenities available in cities and which are not available in the village. Few others have joined the Armed Forces and Para Military Forces and keep their families either with themselves in their station of duty or in some city as mentioned above for the reasons explained above. Some others have come down on the motor roadside and opened small shops and live there only. This way hardly anyone is seen in the village and specially at night it gives a freightening look and feeling as only a few houses have lights and others are locked and there is no concept of street or security lights in villages yet. There is fear of wild pigs, Jackals, leopards, and other reptiles and ghosts too. However I love my house and village and go as often as possible and stay there. I have also well maintained my ancestral houses and provided with water and electric connections. But when I am not there my house remains in pitch dark and since it is the last house down in the village, it gives a fear to others, My house faces the hills and jungles from the front doors and need to be secured with a boundary wall and security gate and enough lights. I shall do that as and when I get the opportunity and money at my disposal. I am a retired Commander from the Indian Navy and come from a humble background. My late father was a priest by profession and could not afford much for my higher studies and I had struggled a lot and worked hard to reach this position in by Block namely Syaldey or may be in my Tehsil namely Bhikiyasen also which falls under district Almora in the Kumaon Region of Uttarakhand State. I wish my village should be recognised and known after my name in my District of Almora and State of Uttarakhand. I wish to serve my people and looking for the right opportunity and space, may be through some NGOs or Political Parties or Social Activists etc.

    POLITICAL AND GEOGRAPHICAL BOUNDARY OF OUR CONSTITUENCY Our area falls in the Salt-49 constituency of Uttarakhand vidhan Sabha which comprises of the main Salt areas encompassing the villages falling from Marchula to Dotiyal(Manila) via Sahikhal and Mouleykhal, the Choukot areas, the Naya areas starting from Bhikiyasen to Deyghat,via Syaldey. Deyghat to Dotiyal(Manila) via Champa Nagar to Matela, Nail-Garsari. Kushiachauna, dhika, etc The present MLA of our constituency is Shri Surinder Singh Jena from BJP and the M.P. shri Pradeep Tamta from Congress. We except some developmental work happening in our village Dungari out of the constituency Funds of these two gentlemen, especially the repairs and carpeting of the 1/2 KM approach road to our village from the Motor Road down at Turachaura and also the padestrian paths in the village localities ( Bakhalis) need to be done up and cemented with concrete and streamlining of drinking water supply system to the village.

    MY SINCERE WISH AND FUTURE COURSE OF ACTION. I wish to help in building my village a modern and model village of Almora and see it again to be jostling with all activities and people visiting their houses regularly and maintaining them well and keeping the culture, traditions and social activities of the village alive and revive its lost name as soney ki Dungari of the bygone years. LOVE ALL AND SERVE ALL IS MY MOTTO OF LIFE AND MAY BE I LIKE THE PRESENT POLICIES AND IDEALOGIES OF APP IF NOT OF CONGRESS , BJP or UKD. TIMES ARE CHANGING, LETS SEE WHO DOES WHAT FOR US IN THE VILLAGES. THE DEVELOPMENT OF VILLAGES OF UTTARAKHAND HAVE ALWAYS BEEN MY FOCUSSED AREA BECAUSE I STRONGLY FEEL TILL THIS DO NOT HAPPEN, THE STATE OF UK WILL REMAIN MORE OR LESS THE SAME AS IT IS TODAY EVEN AFTER 66 YEARS OF INDEPENDENCE OF OUR COUNTRY.

    It is good to learn that Syaldeh has been made the Tehsil under the would be new district of Ranikhet in the near future. The development of this area will advance with this new Tehsil and also great convenience extended to the people of nearby villages.
